In a bowl, mix the soy sauce, cornstarch, black pepper, sambal oelek, and sesame oil.
Add the sliced beef and toss to coat evenly.
Let marinate for 15 minutes.
Heat a wok over high heat until very hot.
Add 2 tablespoons peanut oil.
Add the broccoli and salt, stir briefly, then add the water.
Cover and steam on high heat for 3 to 4 minutes.
Remove the broccoli and any liquid to a bowl.
Reheat the wok over high heat and add the remaining 2 tablespoons peanut oil.
Add the crushed garlic and stir-fry for about 1 minute until lightly browned.
Add the marinated beef and stir-fry vigorously until the meat changes color, about 1 minute.
Return the broccoli and reserved liquid to the wok.
Toss everything together for 30 seconds until heated through and lightly sauced.
Serve immediately.
