Brown the lean ground beef in a large skillet over medium heat.
Add the chopped green pepper, chopped onions, sugar, garlic salt, oregano, and pepper to taste.
Stir in the tomato sauce and simmer uncovered for 20 minutes.
In a bowl, combine the cottage cheese, parmesan cheese, egg, parsley flakes, and pepper to taste.
In a 9x13 inch baking dish, layer cooked lasagna noodles.
Spread half of the meat sauce over the noodles.
Spread the cheese mixture evenly over the meat sauce.
Add another layer of lasagna noodles.
Top with the remaining meat sauce.
Sprinkle the mozzarella cheese evenly over the top.
Bake uncovered at 350°F for 45 to 55 minutes until bubbly and golden.
Let the lasagna rest for 10 minutes before serving.
